Requires amending the health code and the building code:
Health code on noise regulation in subtitle 9 permits 61db in commercial, 55 in residential at property lines, up to +15db for 30 seconds per hour. Needs amended to 45+10 in residential, and 50+10 in commercial. Needs provision about road noise being a health hazard that must be reduced.
Building code has stc reqs only on multifamily and retail (801.3.3.3). Need STC 50 requirement on exterior structure of single family residences and the mf + retail stcs raised to 60.
